This place was named after the township of the same name. The town was formerly known as Scalp Level. It was founded by Jacob Eash. Scalp Level was located partly in Somerset County and party in Cambria County. The part in Somerset County was named Paint; but the part in Cambria County still retains it former name, Scalp Level.

Before the opening of the coal mines by the Berwind-White Coal Mining Company which began in 1897, Scalp Level was a quiet little village amidst scenes of natural beauty. It was a resort for several noted artists during the summer and fall seasons. They were inspired by the picturesque surroundings. A fine picture was painted of the beautiful hemlock trees and the old road leading along the rocky cliff near Seanor. The beautiful scenery faded with the cutting of the timber, and now this part of the county is not more beautiful than the rest of the county.

This town grew rapidly in Population after the coal mines were opened, and in 1900 that part of the town in Somerset County was incorporated under the name of Paint Borough. It had a population of 1,336 persons in 1930.
