Know all Men by these Presents that I, Alsa Perrin, have constituted, made and appointed and by these Presents do constitute, make and appoint Joseph E. Devitt, J. Morris Harding, Nicholas P. Murphy and Jeremiah I. Hutchison, trading as Joseph E. Devitt and Company, Agents, &c. No. 427 Walnut street, Philadelphia, lawful Attornies for me and in my name and stead, and to my use to ask, demand, sue for, levy, recover and receive, all such sum and sums of money, debts, rents, goods, wares, dues, accounts and other demands whatsoever, which are or shall be due, owing, payable, and belonging to me or detained from me in any manner or ways or means whatsoever,

 

...giving and granting unto my said Attornies by these Presents, my full and entire power and authority, in and about the premises, to have, use, and take all lawful ways and means, in my name for the recovery thereof; and upon the receipt of any such debts, dues, or sums of money aforesaid, acquittances, or other sufficient discharges, of me and in my name to make, seal, and deliver, and generally all and every other act and acts, thing and things, device and devices in the law whatsoever, needful and necessary to be done in and about the premises, for me and in my name to do, execute and perform, as fully, largely, and amply, to all intents and purposes, as I might or could do, if I were personally present, or as if the matter required more special authority than is herein given; and Attornies, one or more, under them for the purpose aforesaid, to make and constitute, and again at pleasure to revoke; ratifying, allowing, and holding for firm and effectual, all and whatsoever my said Attornies or their substitute shall lawfully do in and about the premises, by virtue hereof.

On this Eighteenth day of February A.D. 1863 personally appeared before me, a clerk of a court of record, Alsa Perrin, a resident of Monroe Township in the County of Bedford and State of Pennsylvania, aged 28 years, who being first duly sworn according to law, doth on her oath make the following declaration in order to obtain the benefits of the provisions made by the Act of Congress approved July 14th, 1862:

 

That she is the Widow of John Perrin who was a private in Company C commanded by Cap. Alexander Bobb in the 133’d Regiment of Pennsylvania Vols. in the War of 1861, who was killed in the engagement of the 13th of December 1862 at Fredericksburg, Virginia.

 

She further declares that she was married to the said John Perrin on the 2’d day of Sept. A.D. 1851, that her husband, the aforesaid John Perrin died on the day above mentioned, and that she has remained a widow ever since that period. And that she has four children living.

It appears from the Rolls on file in this Office, that John Perrin was enrolled on the 8th day of August, 1862, at Hopewell, Penna. in Co. “C”, 133rd Regiment of Penna. Volunteers to serve 9 months and mustered into service as a Private on the 13th day of August, 1862 at Harrisburg, Penna. in Co. “C”, 133rd Regiment of Penna. Volunteers to serve 9 months. On the Muster Roll of Co. “C” of the Regiment for the months of November and December 1862, he is reported Killed at the Battle of Fredericksburg, Va. December 13th 1862.

On this 5 day of December A.D. 1866, before me, Prothonotary of the Court of Common Pleas in and for the County and State above-named, personally appeared Alsa Perrin, a resident of Clearville, County of Bedford, and State of Penna. aged [left blank] years, who being duly sworn according to law, doth on her oath make the following declaration, in order to obtain the benefit of the provision made by the 2d section of the Act of Congress increasing the pensions of widows and orphans, approved July 25, 1866; that she is the widow of John Perrin who was a Private in Company C, commanded by Captain Bobb of the 133rd Regiment of Penna. Volunteers, commanded by [left blank] in the war of 1861, and that she is a Pensioner of the United States, duly enrolled at the Pension Agency at Philadelphia in the State of Penna. She further swears that she has the following named children of her deceased husband and herself, under Sixteen years of age, who are now living.

That the following are the names, dates of birth, and present place of residence, of all of the children of her deceased husband and herself, who are now under sixteen years of age, to wit:

Widow’s Claim For Increase of Pension

That she surrenders the aforesaid Pension Certificate, No. 9992. She further declares that she has not remarried since the death of her said husband, nor has she abandoned the support of any one of the children above named, nor permitted any one of the same to be adopted by any other person or persons as his, her, or their child. That she hereby constitutes and appoints Col. Francis Jordan mil. agt. of Penna. her true and lawful attorney ~ and authorizes him to present and prosecute this claim, and to receive and receipt for all orders or certificates that may be issued in consequence thereof, hereby revoking all Powers of Attorney, if any, heretofore given by her for a like purpose. My Post Office address is Clearville, Bedford County, Penna, (and that the above named children all reside with her at her residence aforesaid.)

Also personally appeared before me, at the time and place aforesaid Philip Carnell of Bedford County and Elizabeth Morris, in the County of Bedford, State of Penna., whom I certify to be credible persons who being duly sworn according to law, declare, each for himself & herself, that they well know Alsa Perrin, widow of John Perrin, deceased, who signed the foregoing declaration in their presence, and that she is the identical person she represents herself to be; they have been acquainted with the said applicant and the said deceased for fifteen years, and believe the foregoing statement relative to the names, birth, and ages of their children, to be true and correct, and that the said statement is believed to be true and correct by the community in which they resided. That the following are the names, ages, dates of birth, and present place of residence, of all of the children of her deceased husband, and herself, who are now under sixteen years of age, to wit:

On the 22nd day of December, A.D. 1866, personally appears and before me, a Justice of the Peace in and for said County, Maria Perrin of Monroe Township, Bedford County, whom I certify to be respectable and entitled to credit, and who after being duly sworn according to Law doth depose and say she has no interest, direct or indirect, in the claim of Alsa Perrin, widow of John Perrin, dec’d. for increase of pension, and that she was present at the births of the following children of the said Alsa and John Perrin, Viz:

          On this (left blank) day of July A.D. 1888, Personally appeared before me Clerk of the Court of Common Pleas of Bedford County being a Court of record in & for the County and state aforesaid, Alsa Perrin, aged 54 years, who being duly sworn according to law makes the following declaration in order to obtain arrears of Pension, agreeable to act of Congress granting Pension to widows & children;

          That she is the widow of John Perrin who enlisted under the name of John Perrin on the 13th day of August A.D. 1862, in Co. C. 133 Regiment, Penns. Vol. Inf. as a private and who was killed at the battle of Fredericksburgh, the 13th December A.D. 1862. That she was married to the said John Perrin under the name of Alsa Gordon on 3d day of September 1851 by Rev. James Pennell~~there being no legal objections to such marriage, that neither had been previously married, and that to the present she has remained his widow, that the following are the names & dates of birth, of all legitimate children by said John Perrin yet surviving who were under sixteen years of age at father’s death viz:

          Susan Perrin                  born 6 July, 1852,

          George W. D. Perrin     born 25 February, 1856,

          Alpha P. Perrin  born 1 October, 1858,

          Emily W. Perrin    born 9 November, 1861.

That she never abandoned the support of any of these, & that moreover none of them had married before arriving at the age of sixteen years, but each & all of them remained under her care & maintenance until after they had severally reach that age.

Application for Arrears

That she was pensioned 26 July 1866 at the rate of eight ($8~) dollars per month, & on the

19 March 1886 at twelve  ($12~) dollars per month.  That she received no pension for herself from the date of the death of her husband till the 26 July 1866. Her pension is numbered 9.992.

          She further states that she never received any pension from the Government for her children, or any one of them, although by her pension certificate under date of 6th August A.D. 1867 she was entitled to draw pension for said minor children.

Under these facts above recited she hereby makes application for arrears of pension due her on her own account from the date of her said husband John Perrin, to the date of her pension allowed 26 July 1866, and for her children from the date of the death of her husband their father, John Perrin aforesaid to the date of their becoming sixteen years of age.

          John G. Krichbaum, of Everett, Bedford County, Penna., is hereby appointed her true & lawful attorney with full power of substitution & revocation, to prosecute said claim.

          Said claimant’s residence is Everett, Bedford Co. Pa., & P.O. address the same.
